The price is the same for every player and does not depend on level. The kit is in the vendor under Gear → Items → Building, weighs 6.5 kg and needs a 2×3 backpack slot.

What you get for the $7,500: a build zone of roughly 60 m, four supply stockpiles capped at 20,000 each, and a starting stock of 1,250 Build, 100 Fuel, 100 Ammo and 100 Mechanical. The 1,250 Build supplies cover about 940 supplies of menu cost once the per-swing drain is included, which is a complete Solo Pocket FOB with change to spare.
A destroyed or hacked FOB is gone for good: the kit cannot be picked up again, so the real cost of a bad placement is another $7,500.
